Are these PSAT scores terrible?

My PSAT score was significantly lower than what I got on the actual SAT. I got a 173 on the PSAT ( an SAT 1730) and several months later I scored a 1960 on the actual SAT. The PSAT is exclusively for the National Merit scholarship and nothing else. So don't jump to conclusions and until you take the actual SAT.
