Do you think that Affirmative Action Hiring policies are part of our Nation's economic problems.?

Less than 13% of the United States population is Afro-American, yet over 40% of the US governments payroll {not counting military} is Afro-American. I would bet that there are thousands of office chairs in federal buildings being occupied by affirmative actions rear-ends that could easily be emptied with no harm to public servicer.
