Why does my 93 prelude have a surging idle?

i have a 93 lude with the h22a and the revs go from 1500k to 2500k... i cleaned the idle air Control and it did not do anything... when i push the gas it runs Perfect... the problem is just at idle... is it possible that the IAC is bad and cleaning wont do anything or what could it be? thanks
