Can I use a phone with an inactive sim card?

no. and you wont receive or call anyone but 911 with it. if you see sos dont dial that. thats 911. how i know this is because i have a no service t-mobile phone. i just got verizon. but anyway i accidental pressed sos and it dialed 911. i was so nervous after they said emergency services how may i help you.
